Deadlines — Days to Register and Transfer License
When moving from Utah to Massachusetts, you must register your vehicle within 7 days of establishing residency. You must also transfer your driver's license within 30 days. Plan to visit the Massachusetts DMV promptly after your move.

Massachusetts requires both a safety inspection (Annual (combined safety and emissions)) and emissions testing (Statewide annual). You will need to pass both before or shortly after registering your vehicle. This is one of the stricter states for vehicle inspections.

Massachusetts requires minimum liability insurance of 20/40/5 (bodily injury per person / per accident / property damage, in thousands). Your current Utah minimums are 30/65/25. You must update your insurance to meet Massachusetts requirements before registering.
License Plates — Front, Rear, and Plate Transfer
Massachusetts requires both front and rear plates (Utah requires rear only). Surrender out-of-state plates; new MA plates issued. You will need to surrender your Utah plates and obtain new Massachusetts plates.
