Deadlines — Days to Register and Transfer License

When moving from District of Columbia to Pennsylvania, you must register your vehicle within 20 days of establishing residency. You must also transfer your driver's license within 60 days. Plan to visit the Pennsylvania DMV promptly after your move.

Registering your vehicle in Pennsylvania costs $38. Title transfer fee is $55 (title transfer is required). Vehicle sales/use tax is 6% (plus local up to 8%). Budget for these costs before your move.

Inspections — Safety, Emissions, or None

Pennsylvania requires both a safety inspection (Annual) and emissions testing (25 counties (Pittsburgh and Philadelphia metros)). You will need to pass both before or shortly after registering your vehicle. This is one of the stricter states for vehicle inspections.

Insurance Minimums — Liability Coverage Required

Pennsylvania requires minimum liability insurance of 15/30/5 (bodily injury per person / per accident / property damage, in thousands). Your current District of Columbia minimums are 25/50/10. You must update your insurance to meet Pennsylvania requirements before registering.

License Plates — Front, Rear, and Plate Transfer

Pennsylvania requires rear only plates (District of Columbia requires front and rear). Surrender out-of-state plates; new PA plates issued. You will need to surrender your District of Columbia plates and obtain new Pennsylvania plates.
