Vermont
License Portability Summary
Vermont has a universal license recognition law. As a New York-licensed professional, your license is generally recognized in Vermont, subject to meeting basic eligibility requirements. This is the strongest form of license portability available. Universal recognition with substantially similar clause; PT Compact active since March 2025.
Interstate Compact Memberships
Vermont is a member of 4 compacts: Nurse Licensure Compact, Psychology Interjurisdictional Compact, Physical Therapy Compact, Counseling Compact. None of these overlap with New York's compact memberships.
Nursing — Nurse Licensure Compact (NLC)
Vermont is an NLC member, but New York is not. You would need to obtain a separate Vermont nursing license or establish residency in an NLC state to get a multistate license.
Teaching License Reciprocity
Teaching license portability from New York to Vermont: NASDTEC member; reciprocal certification with substantially similar requirements. Most states participate in the NASDTEC Interstate Agreement, but specific requirements vary by state and endorsement area.
Professional Engineer (PE) Comity
Vermont supports PE license comity through NCEES. Licensed Professional Engineers from New York can apply for licensure by comity, which is a streamlined process using your NCEES Record. This typically requires verifying your education, exam passage, and experience meet Vermont's requirements.
Military Spouse License Portability
Universal recognition covers military spouses; expedited processing. Under the Servicemembers Civil Relief Act (SCRA), updated December 2024, all states are now required to recognize valid professional licenses from other states for military personnel and their spouses.
Recent Legislative Changes
PT Compact became active March 2025.
