Massachusetts
License Portability Summary
Massachusetts does not share any interstate compacts with Maryland. A full separate licensing process will be required for most professions. Massachusetts's general portability rating is "difficult." Not a member of any major interstate compact; traditionally strict licensing requirements.
Interstate Compact Memberships
Massachusetts is not a member of any major interstate licensing compacts. All professions will require traditional state-by-state licensing.
Nursing — Nurse Licensure Compact (NLC)
Maryland is an NLC member, but Massachusetts is not. Your multistate NLC license does not cover practice in Massachusetts. You will need to apply for a separate Massachusetts nursing license.
Teaching License Reciprocity
Teaching license portability from Maryland to Massachusetts: NASDTEC member; accepts certificates through Interstate Agreement with additional requirements. Most states participate in the NASDTEC Interstate Agreement, but specific requirements vary by state and endorsement area.
Professional Engineer (PE) Comity
Massachusetts supports PE license comity through NCEES. Licensed Professional Engineers from Maryland can apply for licensure by comity, which is a streamlined process using your NCEES Record. This typically requires verifying your education, exam passage, and experience meet Massachusetts's requirements.
Military Spouse License Portability
Expedited processing for military spouses; temporary license available. Under the Servicemembers Civil Relief Act (SCRA), updated December 2024, all states are now required to recognize valid professional licenses from other states for military personnel and their spouses.
Recent Legislative Changes
NLC (Nurse Licensure Compact) legislation signed November 20, 2024; implementation underway — Board of Registration in Nursing estimates approximately 12 months from signing; multistate privileges not yet active as of early 2026. IMLC implementation also pending..
