EV Purchase Rebate & Tax Credits
California offers MODERATE EV incentives through charging equipment rebates and renewable energy programs. Direct EV purchase rebates are income-restricted or otherwise limited. See the sections below for details.
Home Charging Station Incentives
Clean Vehicle Assistance Program (CVAP) offers grants up to $5,000 for income-qualified buyers. Many utilities (PG&E, SCE, SDG&E) offer EV home charger rebates $500–$1,000.
Solar Tax Credit & Net Metering
California does not offer a state solar income tax credit. Net metering: NEM 3.0 (Net Billing Tariff) effective April 2023. Export rates are significantly lower than retail (~25% of retail). Existing NEM 2.0 customers grandfathered for 20 years.
HOV Lane Access for EVs
California grants qualifying EVs access to High Occupancy Vehicle (HOV) lanes regardless of passenger count. Check your state DMV for the required clean-fuel vehicle decal or sticker to use this benefit.
Additional State Programs
Clean Air Vehicle (CAV) decal grants HOV lane access. CVRP (Clean Vehicle Rebate Project) ended in 2023; now income-restricted via Clean Cars 4 All. Various utility and AQMD programs available.
