EV Purchase Rebate & Tax Credits

Virginia has MINIMAL direct EV purchase incentives. The state may offer HOV lane access, small utility charger rebates, or minor fee waivers, but no significant cash-back program for most buyers. The federal IRA credit (up to $7,500) remains your best incentive here.

Home Charging Station Incentives

Dominion Energy Virginia offers EV charger rebates up to $125 for residential Level 2 chargers and time-of-use rates. Appalachian Power also offers EV programs.

Solar Tax Credit & Net Metering

Virginia does not offer a state solar income tax credit. Net metering: Net metering is available in Virginia under VA Code § 56-594. Excess generation is credited at the full retail rate for residential systems up to 20 kW. The 2022 Virginia Clean Economy Act expanded net metering access.

HOV Lane Access for EVs

Virginia grants qualifying EVs access to High Occupancy Vehicle (HOV) lanes regardless of passenger count. Check your state DMV for the required clean-fuel vehicle decal or sticker to use this benefit.

Additional State Programs

Virginia offered a Clean Special Fuel license plate for HOV access. The state's EV rebate program (Clean Cars Virginia) was proposed but not funded as of 2024. HOV lane access on I-66, I-95, I-395, and I-495 available for qualifying clean fuel vehicles.
